Below, listed are several Wordpress frameworks which ease the way to customization and making the wordpress platform according to your needs either for themes, layout, configuration, plug-in etc.
Wordpress Theme Frameworks
WordPress Theme Generator – An online wordpress theme generator that requires nothing except choosing colors and fonts. It does not require any coding knowledge or skills. You simply need to select the colors and fonts to get a wordpress theme of your choice.
Thesis Theme for WordPress – It is a comprehensive wordpress framework that does not come free but gives out a lot benefit.
Blank WordPress Themes – Not actually a framework but indeed a collection of wordpress themes which are just empty and be used as necessary. It is collection two- and three-column blank themes.
Carrington – A free wordpress theme framework that carries two browser versions and a mobile version for maximum support and compatitibility.
WordPress PSD Framework – A free PSD framework that includes the common wordpress elements for theme and other development concerns.
Thematic – It is the most advanced and used wordpress theme framework. It allows maximum feature that worth a lot. The more good is that it is freely available.
Sandbox – An old aged empty framework which can be topped simply with CSS. It is an excellent source for beginners.
OnePress Community – A simple wordpress theme framework that supports BB themes too.
WP Framework – It is a blank wordpress theme framework with least and minimal formatting.
Whiteboard – A basic and simple wordpress theme development framework that can be used for sophisticated themes design and development.
The Buffet Framework – A wordpress framework for easy theme development. It is quite simple and straight framework which can be used friendly for development.

Wow, this is it! I've been looking for something of this sort. I always wanted to create my own themes, but just don't have the motivation and energy to learn from scratch. Now, these blank themes (and the others here) will work out just fine for me. I don't need to start from scratch after all. Thank you.

I like Thesis the best – it's very easy to customize and ultra flexible. It's also very easy to include other media, feeds and other stuff. Nice overview of the main frameworks – good job

Thesis theme is really cool but it is not free
